According to their specialist, Lindy Goza : Residency cannot be offered to J-1 and F-1 visa holders, but other visa holders are considered on a case-by-case basis, including H visa holders.
"The student on a temporary visa will be classified as a foreign student and will pay non-resident tuition and fees."
